SUBJECT: CREATION OF THE PSHS-CRC CORE TEAM FOR QUALITY MANAGEMENT SYSTEMS (QMS)  IMPLEMENTATION

 

In view of upholding the principles in the provisions of the PSHS System Quality Manual and reference

procedures cited therein, the following members constitute the PSHS-CRC Core Teams for QMS

implementation with their corresponding responsibilities:


I. Quality Management Representative (QMR)

Responsibilities:

  1. To ensure that PSHS-CRC’s quality management system is established, implemented, and maintained in accordance with the requirements of ISO 9001:2015;

  2. To initiate, promote, and monitor all activities pertaining to the effective functioning of the institution’s quality management system in delivering intended outputs;

  3. To lead and coordinate the activities of the QMSO;

  4. To ensure the effective communication of customer requirements throughout the organization;

  5. To report the overall performance of the quality management system during the management review meetings for review and as a basis for improvement of the quality management system;

  6. To ensure the integrity of the quality management system is maintained when changes to the quality management system are planned and implemented;

  7. To represent PSHS-CRC to external parties in matters relating to the institution’s QMS; and

  8. To ensure the effective planning, implementation, maintenance, and continual improvement, monitoring, and evaluation of the PSHS-CRC QMS.

II. QMS/ISO Point Person

PSHS-CRC Management Committee provides evidence of its leadership and commitment to the development and implementation of the management system and continually improving its effectiveness by:

  1. To take accountability for the effectiveness of the QMS in their respective Division;

  2. To ensure that the Quality Policy and Quality objectives are established for the QMS and are compatible with the context and strategic direction of the organization;

  3. To ensure the integration of the QMS requirements into the organization’s business processes;

  4. To promote the use of the process approach and risk-based thinking;

  5. To ensure that the resources needed for the QMS are available;

  6. To communicate the importance of effective quality management and of conforming to the QMS requirements;

  7. To ensure that the QMS achieves its intended results;

  8. To engage, direct and support persons to contribute to the effectiveness of the QMS; and

  9. To promote improvement and support other relevant management roles to demonstrate their leadership as it applies to their areas of responsibility.

Responsibilities:

  1. To assist the QMR and the Top Management in ensuring the implementation and sustenance of the QMS;

  2. To coordinate the QMS-related activities in your respective Division;

  3. To collect the Client Satisfaction Survey Forms, follow-up filling up of Requests for Action and status of implementation of Corrective and Preventive Action Plans, and follow up submission of Quality Objective Plan Monitoring forms and Managements’ Review Reports;

  4. To collaborate with and assist the various QMS team members to maximize synergistic efforts for the continual improvement of the Office’s quality management systems; and

  5. To provide feedback/update to the QMR on the status of the QMS implementation in the Division.

IV. Workplace Organization / 5-S Team (WOT)

Responsibilities:

  1. To develop/update the PSHS-CRC workplace standards using the “5-S” framework and ensure its dissemination and implementation;

  2. To conduct regular “5-S” audits on the campus to check conformance with the established workplace standards;

  3. To promote the continuous implementation of the “5-S” lifestyle for improved safety, organization, efficiency, and effectiveness in the workplace;

  4. To coordinate, cooperate, and collaborate with the other teams and agencies, offices to continually improve the “5-S” program; and

  5. To provide feedback/update on the status of the management of the work environment/ workplace to the QMR.


V. Document and Records Control System

  Responsibilities:

  1. To maintain and update the manuals;

  2. To lead the document control activities and maintain a master list of pertinent documents and their revision status;

  3. To assist the QMR in all activities to establish, implement, and maintain the quality management system; and

  4. To control and monitor the issuance of all documents (manuals) related to the quality management system and to ensure that only current revisions of these documents are in use.

This order supersedes other orders not consistent with it and shall take effect immediately unless otherwise revoked or superseded further.
